Add them by name. They get split with like everyone else, the balance is visible to the whole apartment, and they get a claim code. If they install Dutched next month or next year, the code hands them their entire history. If they never do, nothing breaks.
Scan the receipt with your camera and the total and merchant fill in. Scanning runs on your phone: receipt photos are never uploaded anywhere.
Leaving a group requires a zero balance, so nobody moves out still owing the internet bill. The history stays with the apartment for everyone who remains, and the next roommate can be added by name the day they arrive.
